fx-991MS and fx-991ES fall in the same category
FX-991MS & FX-991ES are for the age group 11-16 yrs.

The major noticeable difference is that 991MS has no MATRIX or VECTOR functions. However, this does not make them programmable.

What can be seen is that programmable calculators would have the IF Conditional button because 'IF' is fundamental to programming as part of Decision making. Further, you can find the PRGM button or buttons like P1, P2, P3, P4 indicating Program 1, Program2, Program3, etc.

In programmable calculators, it is possible to store formulae that does not get erased even after the calculator is switched off using the OFF button or by AUTO-OFF.
ie., Programmable calculators retain the programmed data even after switch off.

One thing is notable is that CASIO has their programmable calculators indicated by a 'P' (eg: FX-700P etc.)

SUBJECT: UPDATED LIST OF NON-PROGRAMMABLE CALCULATORS ALLOWED TO
BE USED IN LICENSURE EXAMINATIONS
The Commission issued Memorandum Circular No. 2004-06 dated March 4, 2004 listing
the brands and models of non-programmable calculators that are allowed to be used in
licensure examinations.
