As i went through the Casio Corner i saw a link said chat, and followed it, but the server seemed to be down (It was hosted by the UCN). Is it supposed to be down, or is it probably an error?

Their link is broken. We once had a java irc client to reach the chat, but it's gone at the moment. You've got to use an irc program like MIRC or Trillian.
