Would that response be the device, perhaps the memory is to loaded up?

When you tap on a touchscreen, it transfers your "touch" to electrical current or change in voltage (etc...) and the processor then analyzes to carry out the coordinate of the screen that you have tapped. As they know the location of the screen, they can execute your command.
Therefore it MUST take sometimes for the device to respond your tap, but in micro or nano second, especially with high speed processor. So you may not recognize the lag time between the tap and the respond of the device. If I remember correctly, ClassPad has 20 MHz processor (or some value around that), and it can recognize your tap instantly.
