I tried using the IRC chat window which is located towards the top of the page and I noticed that upon trying to send a message I could not due to my user group. Is it that I need a certain amount of post or need to meet some criteria of some sort?

Don't worry, it's just a matter of time, the chat widget uses a cached version of the user database, it synchronizes itself every hour...
