From what I can see, you can only access and execute programs that are stored in RAM. Perhaps it is different on the SD card version, but the manual doesn't seem to make any mention of loading/saving programs directly to SD memory.
I don't have the fx-9860GII SD (I'm using the fx-9750GII with 9860GII firmware), but you could take a look at C.Basic:

It doesn't have all the mathematical functionality, but it is much faster than the built in basic and allows you to switch folders to load programs. I tried running a program directly from the built in flash memory and it worked fine; so it is likely that it will work for programs stored on SD cards (The SD folder comes up as an option, but I can't test it with my model).

Hi everyone
As MJim mentioned, with C.Basic program stored in SD runs and also speed is much faster than genuine Casio Basic.
